An Issue with SCORM Package

I uploaded a SCORM package to the Blackboard. However, the module can't be launched and it says "This course cannot be played because Flash is unavailable in your browser". I uploaded two SCORM packages and the other one worked perfectly fine. I tried both Chrome and Firefox, and I had my co-worker tried to launch it on his computer. Does anyone have similar experience like this? Is there any way to fix this issue?

Have you checked the story_content directory to see if there are any .swf files there? There was a bug where these flash files were created when you included video in a course. They can be safely removed in this case.
If there aren't any .swf files, can Blackboard tell you what file it doesn't like?

I don't have video files in the course. The course only has pictures, text, and type-in kind of questions. It's not a big course either. I saw someone else was going through the same thing in an old post but didn't see feedback in that post.
