That's easy enough to do; on your initial slide, add triggers that looks something like:

Jump to slide [select correct slide for the particular arrow]
When: User clicks [arrow]

But then what? Say the learner clicks "Effectively communicate" (the third option) first. Now they're sitting on slide 1.4. Where do you want them to navigate to after reviewing the content on 1.4?

Obviously, I don't know the flow you're trying to achieve; however, if the learner is supposed to look at all of the five arrows before proceeding (or at least be given a clear choice: Continue looking at the arrows OR proceed to the next section), then this might be easier to set up with layers (base layer plus one additional layer for each arrow).
