I am not sure whether you are after a graph that is created as you add new data to it or if you simply want to animate the line in the graph above. If it is the former, I am not sure if that can be achieved in Storyline. If it is the latter, then the following may be of help to you.
Firstly note that I use SL 360 and not SL 3, but what I have done in this example should be very similar, if not the same, to what you would do in SL 3.
In this example, I have created the graph, overlaid a white, borderless rectangle to hide the lines and then placed a grid on top of that. When you click on the button to generate the graph, the rectangle moves to the right on a motion path to reveal the graph underneath it.
In addition to the link to the working example above, I have also included the Storyline file as an attachment.
