Animation timing not working on state change

Hello, apologies if this has been covered before but I couldn't find anything from a search of the forums.
I currently have a menu item that fades in after 3 seconds. When the user completes this section & returns to the menu, the item is greyed out.
When the user returns to the slide, the fade animation works correctly on the menu item that is now greyed out, but it appears immediately, not after 3 seconds, which ruins the appearance of the page.
For a number of reasons, I have to reset the slide to initial state every time the user re-visits, so looks quite bad with any animation.
Is this a known problem, or could I be causing an error when I create the new state? Or does anyone know a way around this?
I've tried creating the state 3 different ways with no joy-
1) add animation & timing, add new state
2) add new state, add animation & timing
3) create shapes separately, add animation & timing, combine into new state
My simple fix is to remove all animation from the page, but it would be nice if I could get it to work. Thanks.

Thanks for the reply, but that's not quite what I'm after. I probably didn't explain it very well!
I've created a demo version of the course- if you click into topics 1-5 & then return to the menu you'll see where the problem is with the timing of the animation.

If you group all of the objects associated with the module buttons, the animation seems to work as expected on the revisit (all the items and buttons for the module come in together at the same time as the rest of the buttons which have not yet been visited).
