You should be able to insert a gif into Storyline, so if that's not working - we'd like to know a bit more about it and what behavior you're seeing.
In regards to the built in animation capabilities, it's something that has been a popular feature request, so I hope it's something we'll see in the next version. But I'd also encourage you to share your thoughts there, as it's a direct line to our product development team!
