Animations on iPad

My question relates to animations. I'm creating a game that uses a spinner - I've published to SCORMCloud and tested on laptop and iPad. The animation plays as programmed on Windows but not on the iPad. Although I have the arrow (spinner) programmed to stop on 5, it always stops at 2 when running on the iPad. I have even tried to place a static image of the arrow immediately following the animated version.
Before I switch to a frame-by-frame animation (show/hide 12 images with spinner in different locations) I am wondering if there is something I need to do differently in Storyline. Should I be using the cue head or could it be that my timeline is running too long, etc.,
Thinking outloud - any guidance is appreciated.

I think that in order to diagnose the root cause of this problem, it would probably be best if we could take a look at a copy of your .story project file. Thanks!
