Animations on the timeline not in the correct order

I am trying to create a title slide with animation in the slide master so that every title slide I use in the project will act the same. I have created two shapes. One shape is a background for the slide title, and the other is a background for a small text box that I will use for a subtitle.
I have placed the Title text box on top of the shape for its background, and another text box on top of its background shape. I am trying to use the Fly In animation to bring all of the items in from the left. I want the shapes to come in first, then the text. For some reason, no matter how I set the timeline, the text flies in before the shapes. I have attached images to show what I mean.
I have tried grouping the objects and setting the animation for the group. I have tried setting the animation on each layer separately, and I have tried setting the animation on each layer, and then grouping them. I can't think of anything else to try, other than creating an image and animating that. The problem with that is, the title and subtitle text will have to be added to the image. It should be editable text, because this is a template for many lessons in a very large e-learning course.
I would appreciate any suggestions on how to make this work.

trying changing where the objects come in on the slide timeline to match the slide master - you may have to tweak it - but I can now get the shape to come in and then the text.

As Wendy stated, you will need to move the text boxes on each timeline to come in later than the 1 second mark that you have the shapes coming in on the Slide Master.

Just to clarify...I need to change the items on the timeline in the slide master AND outside the slide master view on the regular timeline?

You will need to move the newly created items in the regular slide timelines. When you add the text boxes, you will need to adjust these to come in when you need them to.
