I recently downloaded the Update 11 but CANNOT install it. I have tried everything. Restarting, logging out of windows and back in even closing out of the installer and opening it with Admin rights. Nothing seems to work I get the same error every time (Another instance is open)
Are you on a network behind a firewall? Being a government employee, I had to have assistance from an IT system administrator to do the actual install.

I also had this yesterday on a colleague's PC. I closed everything in task manager then restarted the machine and was able to install.
