Perhaps I am not clear on what you are looking for, so could you please share a bit more of the behavior your are experiencing? And would it be possible for your to share more of your file so we can see how the triggers are functioning?
This is pretty simple, if you have a look at the triggers you can see they don't act as they might be : If you place your mouse over a rectangle box, the layer should show up. But it does not.
Hi Sandy the trigger is working but as you have a box directly over the hover item when the layer opens the mouse i no longer hovering over the correct item so the layer is closing. If you remove the box on your layer then it will work

You may find improvement if you try importing the file into a new file, and these steps for troubleshooting unusual behavior may prove helpful, as well.
