We love to work into Storyline. I work in Storyline 2. New Articulate 360 - a cloud-based solution, correct me if I'm wrong. I professionally develop the e-courses, I don't need libraries, I don't need webinars etc. I want to work in desktop app, without having to connect to the Internet. And I don't want to pay for something that is not in use. Based on this wonderful marketing offer in the near future (or never) we won't see the updates Storyline 2 desktop solution. What Articulate going to offer such users like me?

Hi there Igor! The Articulate 360 subscription includes a desktop app that is always available for you offline - you can find more information on that here. And as always, we will continue to support Storyline 2. This response by Brian explains it well.
