Articulate Inefficiency on Powerful Computers

I invested in a custom-built computer and no matter what components I install, I don't see a performance increase in Storyline.  I started tracking the usage of the components to see where the bottlenecks are, and have discovered that Storyline routinely under-utilizes the computer (CPU never rises over 10%, neither RAM nor GPU ever go over 40%).  I experience the same latency that I did when I was using a laptop despite seeing a staggering performance increase in programs like Illustrator and Premiere Pro.  I'm not sure why Storyline's performance never improved, but I hope there's something I can do about it.  All suggestions are welcome.  Thanks!

Do we know if there are any plans to have a 64-bit version developed?  I know Articulate is enjoying their current place at the top of the heap as the gold standard for course development right now, but there are a handful of updates and features I would love to see and if they don't keep up, I'm afraid with the rising competition that they will be overtaken.  I say this as someone who has faithfully used Articulate software since 2011.
