I just tested this, and it appears to retain the same link and default to the newer version. I'm very excited about that as I don't want to have to resend an explanation to 100 people nor provide them with a new link because of a "tiny" error. Whew! Good thinking behind that one.
Glad you found the same link, and I did want to share that you choose to overwrite the existing course, or create a brand new version when you publish:
So the new item will create a new link you'd have the share, and the new version will allow your reviewers to see them all at Review and use the drop down link to view the differences.
