I have faced the issue in Drag and Drop Freeform activity in Storyline 3.
I dragged object into the drop area and whichever drag object is dropped last that object is hidden when I clicked on NEXT with or without submitting the interaction.
Please have a look at the attached recording video and find the attached publish output with storyfile.
You can see this issue at preview time as well as in publish output.

One of the fixes addresses the issue where the last drag item in a drag-and-drop interaction would disappear after completing the interaction in the HTML5 output.

I think this is a bug, I have a seen it a few times

Sorry to hear that you've run into an issue with this.
Phil is correct and we do have this reported for Storyline 360, but this is the first report I've seen for Storyline 3.
I appreciate you sharing a sample file so that I can get this reported. I will attach this thread as well so that we can update you here when we can.
