Articulate Storyline for informational content

Hi there. I would like to use AS to create informational content that will be linked to a local government website. The package will help residents learn about the county; on going projects; services provide and how to access them; permits, regulations and requirements for different business and works, etc. As such this is not a course but information pack.
My interest to use AS is because of: (a) Intuitive interactions, (b) Ability to branch to very different routes depending on the interest of the user, (c) Possibility for the county staff to update content in future. From a feature set point of view, I know AS have all the features to do this.
Is there experience of using AS for this kind of work and is it reasonable to use AS for this kind of project?
