If you mean to disable alt text then right click on an item and select "Size and Position", there is an alt text tab on the left of the menu that will come up. From here you can uncheck "Make Visible to Screen Readers" this will remove the object from the tab order.
Don't think there is a global way to disable it, but you can leave the size and position window open and click on different objects in the stage or on the timeline to change the size and position widows focus, making it fairly easy to uncheck the option for all your objects, if not a bit tedious.

Actually I was trying to off the ALT text function of course in storyline,
