I have a video in my slide that plays the first time correctly. The second time I press the play button it simply doesn't play. The third time I press the play button it skips the first couple of seconds.
All of my video's seem to do this now, I haven't changed anything in my decoding\video file formats\sources.
I'm seeing the same behavior in your file, in the preview and in the publish - but you mentioned that they all seem to do this now, so I'm guessing you mean it's a recent development? Do you have the original video file to share as well? Have you tried different formats other than the .avi file type? Has anything changed in terms of where files are located (you'll want to confirm you're working locally), have you recently updated Storyline?
I attached the original movie. I tried different formats but only converting to a .swf file seems to work. This conversion however loses a lot of quality and therefore detail.
I always work locally and use the most up to date version of AS1. It might have started after an update couple of months ago but I am not certain about that.
