AS3 doesn't start

Hi Service-Team,
unfortunately my AS3 (3.11.23355.0) doesn't start after installation, so I need HELP.
Following some information:
... Hardware: i5-8368U CPU 1.6 GHz 1.9 GHz, 16 GB
... Software: Windows 10 Enterprise 64-bit
... .net framework (KB4486153) installed
... Microsoft Visual C++ 2015 - 2019 installed
... Flash Player not installed
... Browser: Google Chrome (newest version)
Done steps:
- AS3 -> storyline.exe in "C:\Program Files (x86)\Articulate\Storyline 3" "run as administrator"; start with the link on the desktop
- Deinstalled, downloaded again (so new file) and installed again.
- PC restarted
Any idea how to get it started?

Storyline 3: System Requirements
The required processor is 2 GHz or higher, so that may be causing a problem, but I've started a case on your behalf to connect you with a support engineer to provide further guidance.
