I am trying to figure out how to require the user to click the 'next' button in order to advance the slide, but only after the audio on the slide completes, using Articulate 3. Any ideas??

It gets slightly more complicated if you want them to be able to return to the slide and not have to listen to the audio again. In that case, you have to change Next to hidden when slide timeline starts if audio has not finished. Then mark audio as finished when media completes.
Depending on what kind of trigger you're using, you can put the trigger on the Slide Master. That way, any slide using that slide master will inherit the trigger.
If that doesn't work, you can also use the Copy/Paste buttons in the trigger panel to copy the trigger from one slide and paste it on the others.

You could set the nav to Restricted, as described here.
Locking them out of the controls will not allow for the next button to function at all, however?

Is there a way to apply a trigger to all slides? Or does it have to be done individually?

Restricted menu will lock it until the timeline ends that is the simple option if not it needs to be done on a slide by slide basis
