I'm not sure why you'd want something like this, maybe you can give a little more information about your idea? The only thing I picture is text scrolling continuously downward so a user can continue reading it, instead of interacting with the scroll bar. Is something like that what you're looking for? If so, and the user would have no interaction with the slide, you could have the text (or other content) in a document and use the screen recorder as you scroll down in the document and insert this as a video.

Basically I have a slide that has a scroll bar with a lot of information, and instead of the user scrolling themselves, I'd like the scroll bar to move by itself.
What type of content is in the scrolling window? Is it text? You could certainly try the suggestion I mentioned above, of you could create layers and display them at different times along the timeline. I'm not sure how smooth this effect would be though, using a screen recording would probably end up being more appealing.
I'm not aware of a tutorial for that specific example, but there is some information on an effect like this using JavaScript. However, I won't even begin to pretend like I know anything about JavaScript

I actually would probably need to use the different layer and trigger effect.

Scrolling video in a scroll panel - click on the "video scene", (it is a bit rough and ready....)

PS - I used the "Bacon Ipsum" site to generate the text, so apologies if you are a vegetarian!
PPS - used Storyline Screen capture and a Scroll on my mouse, inserting it as a self-running video into the Scrolling Panel.
