I think not but in storyline 2 it is possible. Either using motion path or slider. Both motion path or slider are not available in SL1. So please try out SL2.
Are you trying to scroll a long (vertical) Storyline file or do you have a long textbox with a scroll that you want to auto scroll over time or jump to certain spots with?
If it is a long storyline file you can auto scroll it with Javascript, but if it is a textbox in Storyline 1, I would say it is not possible. You might be able to use Insert > Web Object and load in a page with a text box.
You might be able to fake something by using an Exit Animation (Flyout Up) that pushes your text box up out of the screen with a cleverly design mask to cover parts of the box.
