Great question, Rio! Storyline 3 won't have a text-to-speech feature, but after the next update, it will be able to open Storyline 360 projects that have text-to-speech narration.
I will be upgrading to SL3 from SL1. My consultants have been using 360 to develop our courses. Will this be a hindrance in our ability to update the courses in the future? They are also using text to speech. Is this feature available in SL3 and will I be able to update the audio in the course?
Storyline 3 users can open Storyline 360 project files that have text-to-speech narration, and the narration will work as expected in Storyline 3. However, you can’t create new text-to-speech narration or change the language, voice, or script for existing narration in Storyline 3.

for those who are still looking on how to do it, go to your INSERT tab, drop down arrow by AUDIO, and you will see a TEXT-TO-SPEECH option
would it be possible to get other voices added? we would prefer a scottish voice...

You'll want to install the latest Storyline 3 update to be sure it is compatible with this feature in Storyline 360.
