Background objects still showing on other layers

I have read the tutorials and watched the vid on how to make items on the base layer hidden when looking at another layer... I selected the eye to turn off the items on the base that I didn't want showing up on the other layer...
In building mode it works as expected but preview mode does not...
The file was a template that had several existing items on the base. they were all already set to hidden on the other layers.
One other thing I tried was "un-hiding" the items that were already on the base when I first downloaded the template... again, in building mode they now show up on other layers, but in preview, the items do not show up on the other layers. So something seems wacky... Any ideas?

I also found a setting on the layers that lets you "hide objects on base layer." this seems redundant, but I went ahead and tried it.
STILL doesn't work in preview mode... I know I have done this before, what am I missing?
I realized the template was showing a "navigation" layer on all of the secondary layers through a trigger that told it to start upon the layer being opened.
So in short, my new object was being displayed through that additional layer. I hid the object on the navigation layer and the problem was fixed...
