Base Layer Button Showing on Slide Layer

I have a progress bar that turns orange/purple when users complete tasks on a base layer.

The base layer is hidden from all slide layers but when the state is changed from normal, it shows on the slide layer.

When I go back to the main screen and enter into another slide layer, the icon disappears on the different layer.  See image... 

The triggers located on the base layer are set to change the icon when the timeline starts if a specific variable is set to true from the slide layer.

 The states are as shown below.

All three states except Normal show on the slide layers when they are first activated or when re-activated.  

I did find this but I don't think that is what is going on here.  

Any ideas?  It would be difficult for me to share the module itself as it is a little large plus probably not the best practice to put the full thing in a public format.  However, I could rip the thing apart and make it acceptable for public if needed.  I'm just a little lost.

Two things occur to me:

1. Don't change the state of an object on the base layer when the activity occurs that changes it; wait to make that change when the layer closes. In other words, whatever action triggers hiding the layer also triggers the state change. Since it is all the same slide, it doesn't matter which one comes first.

2:  "The triggers located on the base layer are set to change the icon when the timeline starts if a specific variable is set to true from the slide layer."  If this means what I think it means, you should know that layers are part of the slide, so the slide timeline does not restart when layers are closed.
