What version of Storyline are you currently using?
In Storyline 360, the built-in restricted navigation allows you to choose if this is for the menu and/or navigation buttons. Check out this article for details.
Venkat is correct, the buttons can be controlled via triggers if needed as well.
With your permission, I'd like to take a look at your project file to investigate what's happening. You can share it publicly here, or send it to me privately by uploading it here. I'll delete it when I'm done troubleshooting.

You can manipulate Next button and Previous button enable and disable, using triggers,
