Do you mean a black border inside a yellow rectangle? It isn't possible in StoryLine. In fact, most of what most people do in StoryLine isn't something that SL is designed to do.
We use smoke and mirrors. In this case, a yellow rectangle without outline, and a smaller rectangle with an outline and no fill.
Most of the time you can choose between: inside, middle, outside.
You can do this with a lot of higher end graphics tools, but Storyline doesn't support this, nor do any other tools comparable to Storyline that I have used.
That does not mean, however, that it wouldn't be a useful feature... It definitely would be very nice to have options like this in Storyline.

I'm not completely sure what you are referring to, but typically outlines/borders are on the outside.

I've never heard of it referred to as 'smoke and mirrors' as I think it's just resourceful individuals :) Thanks for popping in to share here.
When you set the border you don't have the option where the border position is.
