I don´t know if it´s a bug or normal behavior but if I set a custom made tab (object) to start with visited state instead of normal state my trigger (jump to another layer when user clicks) doesn´t work.
BUT if I change the state of the object from normal to visited when timeline starts and then click on it to jump to another layer it works.
I attached a file and a published version (LMS) of it for you to check. On the first slide the initial state is visited and on the second slide the initial state is normal with a trigger to change it to visited.

I had them set up with selected states and the flipped one was initial state of selected so worked first time and then never worked again, in the end I overlaid a hotspot to fix it

I can see it, and I have seen it before on a single sided corner shape. Did you flip the shape? That is what broke it for me.
