Button/caption links sporadically stop working

I have built a story with an interactive menu that uses buttons and captions as branches to other content in the story. Sometimes these links work fine, but other times, I don't get the pointing-hand icon that indicates that the buttons are links, and the links will not work when clicked. To resolve the issue, I have to close the story, re-launch the content, and start again from that page. I'm worried that my users won't be able to figure out they need to re-launch when this happens, and I'd like to avoid it overall.

Does anyone know why this happens and how to prevent it?
