Button Set Issue in Storyline 360

My team and I are having an issue with a Button Set in Storyline 360. I've attached the story file to the post. We have created a Navigation Instructions slide where the user needs to click on every icon to read about what that button in the player does. We have added icons for the menu, pause/play, seekbar, resources, next and previous, etc. The issue is that the buttons labeled "next" and "previous" (not the actual next/previous buttons that are built into the player, but the icon buttons we have added to explain these) are not working as a part of the button set with all of the other icons on the screen, despite being assigned to that button set. 

We have tried deleting and re-adding the buttons, ungrouping and regrouping, putting them in a new button set...everything. If you open the file and click "Preview" and then click every icon, the issue will be clear. We are at a loss. Any help would be much appreciated!

Amanda, not sure exactly why as I don't use button sets often, but it has to do with every other button being a group, and the Next and Prev being individual objects. What I would suggest is ungrouping the buttons and instead of having say the volume icon and the circle be a group, just edit the states and then within the circle object past the volume icon. Does that make sense? Here is an example.
