Button States; Functionality not consistent

I have a button on one slide with normal, hover, and visited states. Once clicked, the visited state displays and the hover does not. I like this. (Is this how it should be?)

On another slide, I have the exact thing on a different button, but here, once clicked, the hover state continues to trigger/display. I do not like this.

Note that for both, the button continues to function, triggering other events as coded. I like this, but also not sure if this is expected or a glitch.
