not sure I understand - when I hover on the base layer, the hover state displays. When I click the layer displays, When the layer displays do you not want the object to be visible?
The oval is on the base layer. When you show a layer, it is on top of the base layer. Thus it will always cover the objects on the base layer.
If you don't want to duplicate the object, you could create a layer with the button.
Show that layer when the when timeline starts on the base layer slide
Then when you click to show a layer, add a trigger on the new layer to show the button layer. Make sure to disable "hide other layers" in the layer properties to allow both layers to show
You may have to play around with other property settings but the general idea will always force the button layer to the top.

When the layer displays if you hover on the oval, the oval state "with text named hover" appears down to the rectangle
What I need is to display the oval state in front of the rectangle not behind it and without putting the oval again into the layer

but this make the story file more sophisticated
May be adding the controls into the layer will be easier
