I'm stumped and this community is always so helpful.
I have a slide ("Slide 2") with a button on the base layer that points to "Slide 1". On "Slide 2" I allow that button to be visible on a secondary layer.
When I preview it, the button works as it should from both the base and the secondary layer. However, when I test the published output, the button doesn't not respond on the secondary layer (though other states appear to work (i.e. hover).
I even tried adding a new button to the layer and that didn't work either.

I believe the buttons on the slide (even the menu button in the player) weren't working because the base layer contained a web-object (embedded video).
So, I went a different route to make what I wanted work. Thanks for taking the time to respond.
What version of Storyline are you using? I know in some earlier versions of Storyline, the web object would overlap player items and appear at the forefront of any slide items. The latest updates of Storyline no longer have it overlapping the player elements, but it may still be the top item on your slide.
