Buttons reverting to Normal if I mouse over after visited

I have a course with navigations screens where the learner clicks a button goes to another scene to work scenarios and then returns to the navigation screen. The buttons change color after they are clicked, which works. The problem is when I return to the navigation screen and pass my mouse over the "visited" button it changes back to the normal color and looks like it hasn't been completed. I've tried changing to disabled instead of visited and it still reverts back to the normal state if I mouse over it.
