Hello, we use ESR (oracle) as our LMS as do most of the NHS in the UK. I have authored a few courses and have successfully published these. I'm finding that these courses only seem to work when on a NHS network computer, and do not work from personal devices.
All other courses seem to work fine from any device, there just seems to be an issue with courses I've created with SL3.

Are the published courses hosted in a location that secure and not accessible from outside your network?
They are all hosted on the Health education England server...…...which should be accessible.
