Callouts out of sync/misaligned with video during rewind/fast forward

Hello,
I have a problem that I have not found elsewhere in my searches.
After my recording, I add simple shape callouts over some areas of interest. When I play that slide back uninterrupted, everything plays properly with the proper timing. But when I rewind or fast-forward the video, the callouts act erratically. They either do not show up at all, or they play at the wrong time.
I have this issue when I play back the slide and also after I publish.
As "revisiting property" of my slide, I tried "automatically decide" and "Reset to initial state" with no success. I can't imagine "Reset to initial state" is the solution.
I do not have a seekbar, and I do have video controls below the video.
I just upgraded to Storyline Update 10 - build 1509 1408.
I hope I don't have to create extra layers for the callouts, or to add the callouts as I am recording - that would be very difficult to do.
Any help would be appreciated.

Hi, Joe -- Thanks for reaching out, and sorry to hear of your troubles! Can you please confirm that you are finding the same behavior when you test your course in the intended environment? And may I ask if you have gone through the troubleshooting steps listed here to see if you find improvement?

Thanks for your reply. Yes, I had seen the troubleshooting "Unexpected or Erratic Behavior in Articulate Storyline 2" section earlier, and gone through it. I am working on a local drive, I had uninstalled/reinstalled Storyline (I now have update 10 - build 1509 1408), and tried the different "slide revisiting" properties.
I zipped the file, as usual, and I have the same issue running it in the LMS environment as I do when I run the published file directly.
Any other ideas?
