Storyline publishes to HTML, as it's designed to create interactive content. If you're looking to author MP4 video files I suppose you could use a screen recorder to record someone going through the material, but that seems a bit odd. Camstasia is quite popular with folks in the these forums. I personally use Camstasia and Adobe Premiere to produce videos.
You cannot save Storyline projects in mp4 format, so you could utilize Replay or even another instance of Storyline to record if needed. If the latter, you could then export the screen recording.
