Hi- Sorry, I originally posted this but had to delete the original because the wrong file was attached.
I would like to know if I can require a user to hover over every hotspot in a slide. I have the hotspots paired with layers. You can see better in the file itself.

I made true false variables that change when hovered over then added conditions to the next button. It seems to do what you are after.
