I have storyline 2.0 and replay and I would like to have a video play, but in double time. Can this be done?
I can't seem to find any documentation on it, but in the future I can see needing the option to also play something back in slow -motion. My video does not have any audio.

The video editing included in the software isn't as robust as offerings from 3rd party tools that specialize in these features.
Hopefully some members of the community will be able to chime in and assist you with ideas and suggestions.
Put it into Microsoft MovieMaker, speed it up, and save it for computer as mp4.
You can import that into SL.
