I wan t to allow clicks on base layer, when show layer, but if i wan t to find this settings for a layer "allow interaction on base layer" the window is not opening (when i click on the setting for the base layer, i can see the settings for base layer)...

You'll just have to click on the Slide Layer first before selecting the ⚙️button. By default, users should be able to click on items from the base layer, but you can adjust that setting once you open the properties window.

1.) I know how to acces this window, but this is only working on base layer .... when i try the same with a layer - window will not open :-(
2.) I have a PNG with transparenzy and the transparent area is over a button on a base layer .... even when i allow clicking on background layer when other layer is activated, i can not "reach" the button on base layer: ??? because of the transparent PNG which is over the button???)
Thanks for following up. For no. 1, that sounds odd! I would try a repair of Storyline 360 to ensure everything is working as expected.
For no. 2, I believe you're correct. A transparent image over a button will block access to that button, just as a transparent shape will do the same thing.
