Can't get a Resource to launch

Hello all,
I have created a Resource, to appear under the Resource tab in Storyline 2, and am getting a weird error. I reviewed another post (https://community.articulate.com/discussions/articulate-storyline/can-i-attach-or-embed-a-pdf#reply-54483), but I am still getting that message that says "Can not find requested file: story_content/external_files/Solutionary Security Policy.pdf for course /mounts/courses/1246/83806/v3.zip".
To explain more clearly, I went to Player --> Resources, and created a resource where I browsed to a PDF. I placed the PDF in the same folder as my Storyline file before browsing to it just to avoid any issues there. Once I test it in our LMS, I get the message that I pasted above. I did this same thing this morning with another dummy file just to test it, and everything worked perfectly. I am not sure why it is suddenly not working.
Any insight is greatly appreciated.

I had a similar incident with .PDF files that i attributed to load time of the course. It seems that if I were to load the course and immediately go to the resources, it would fail. But if I let it sit for a couple minutes before checking, it loads perfectly...

I came in this morning and I let it sit for 5 minutes before trying to go to the Resources tab to try to open the PDF. It is a 48 page document, so the time needed to load should not be drastic.
I finally figured it out. Somehow, the PDF file itself got moved and was buried in a sub-folder. I ended up deleting the entire Output folder and re-publishing. Everything is working as designed now. Thank you.
