Can't get link to PDF file to work

I have a button and I want it to display a PDF file when the user clicks the button. I had this working in a previous version, and now I've done final editing to the module, published it for testing, and the PDF file no longer works. I can't figure out what changed or why it no longer works. I didn't make any changes to the trigger.

The final version of the module is an HTML5 video. I'm testing it in a public Dropbox folder to replicate the hosting server environment.

When I click the button to display the PDF I get a "file not found" error message. I can see from the file string that it's looking for the file on my computer instead of updating to the 'external files' folder in the published output folder that I place in the public Dropbox location. 

In the pervious version that worked, the file string automatically updated to the look for the file in the public Dropbox/published output/external files, and it displayed the PDF with no problem. 

I don't know what's going on and I've run out of things to try. Any ideas?

If you view an Articulate Storyline course on your local hard drive (or send it to someone else to view on their local hard drive), you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features to fail. To properly test your published content and share it with others, upload it to the environment for which it was published. See this article for details.
