Our client would like the training course we're building for them to be hosted on a special microsite they have. But they would still like to track the progress of the people taking the training course. Is this possible to do, or does the Storyline course have to be hosted on a LMS?
We don't support tracking via an excel file or database, but there are a number of users in the community who have set up such a method. Here are a few threads you may want to look into:
We actually put our form at the beginning, because we didn't have a tracked quiz at that time. So it simply registered people accessing the course. However, you could easily put it on your results slide. "Enter your name below to receive credit for this course."
You can set up jotform to send you an email every time there is a new entry, but I don't think you would be able to email the learner.
I realize it's too late for this project, but leaving this here for future designers who might have the same problem. So far the easiest way to track metrics outside the LMS is this widget for Storyline: https://cluelabs.com/data-cloud-elearning-widget.html

I think I may not have fully explained. The client has no LMS available. Can the tracking data be acquired in some other manner?

We used this solution when we were between LMSs. You could potentially use JotForm to integrate with your quiz.
