Can We delay the Active use of the Next and Previous button?

I was just wondering if there is a way to delay when the user can advance using the next button?  I want to make sure the learner reads the entire slide before clicking next.  However, I am unsure how to delay this action and I do not want to get rid of the Next and Previous button in the stage.
