There's no known limit to the number of questions you can add to a quiz. Although, the larger the quiz, the longer it will take to load initially, regardless of the number of questions you decide to pull from the question group.
So if you are only drawing 300 questions from a 450-question quiz, Storyline will still have to load all 450 questions.
Also keep in mind that if you have users on slower machines, or slower internet access, they may have to wait a little bit longer if the project is larger.
1000 is a lot of questions - I can't say I've seen one that large myself, so I'll defer to the community for some additional expertise!
As Ashley says in question banks it loads all of the slides first, I think you will break something on tablets/phones with 1000 questions, if you can chunk the questions into more than one question bank this will help
