Can you put a menu in the slide master

I've got a menu in my slide master. But the buttons are not clickable.

Should this work?

Knowing you could do it forced me to find out why.

I was using full page transparent images on various layers in layouts and individual slides - extensive use of the crop tool has fixed things.
