Cannot Access Saved Programs??

Good morning,

I'm having trouble accessing the programs I've saved?  When I try to do so, I get a pop-up that says:  "The file " is being used by another process or you do not have the proper security permission to access this resource."

What am I doing wrong?!?

Thank You. We have tried the suggested steps, but the issue continues. In addition, we have applied recent update (#6).
Could someone contact me to discuss directly as this delay is impacting 50k learners.
