Cannot Insert Scrolling Panel in Storyline 2

I am attempting to insert a scrolling panel on a slide in Storyline 2. I have clicked the Scrolling Panel button and verified that it is highlighted. However, my cursor does not change to crosshairs, and when I drag to create the box, all it does is select objects.

I have tried inserting a new slide, closing and reopening Storyline, and even creating a new project, but Storyline will not insert a scrolling panel. Any ideas? Thanks!
