One other quick thought. If this is SL2, the States tab may have inadvertently become undocked. If so, and if you can't see it somewhere on the screen, you can go to the View menu and select the Redock All Windows option.
I have just had the exact same problem - timeline became locked - scrolling deactivated and lost the Timeline, States and Notes part. Docking did not work - had to repair and reinstall Storyline 2 to fix it. It did fix it.

The states tab is right between the Timeline and the Notes tab. Please make sure you are working on a local file as described here.
Also, please make sure you are viewing at the recommended 96 DPI.
Is this happening on all of your files, or just this one? You could try a repair of Storyline if this is happening on all of them.

Yes this is happening to everyone of them...
I'm working in my local drive, the configurations of my screen are normal.
But the state of the buttons simple isn't there.
But i will try to repair
