I'm working on a compliance training and am having an issue with states. I have three images that I want to have a light blue border when selected, then gray out with no border once they are viewed. However, for some reason the 'visited' state is showing a blue border after changing to another layer. What is the issue, and how can I fix it?

see update to your file.
I highlighted all three images right clicked and selected the button set option. That means that only one image can be in selected state at any time.
