Changing Status of "Next" Button

I'm having an issue with my Next button. I keeping it remaining hidden until the user has visited all five buttons. These five buttons lead to five separate slides. I used slides and not layers because I need to have closed captioning in the Notes tab which cannot be done with layers. In the past I have successfully hidden the Next button until someone has visited various layers using variables and True/False values.
On this I tried it two ways: when the five buttons change into a visited state, then the Next button appears. This works when you preview the slide only but not when you do the entire project. So I tried to use True/False variables with the different slides like I have successfully done with layers. But this did not work either.
Any ideas of how to make this work? Any input would be greatly appreciated. I have attached the slides that I am working with.

change the slide property of the base layer from 'automatically' to 'by user'.
change the base layer trigger to all the variables in the condition on timeline start of the base layer.

It looks like Wendy and I were looking into your file at the same time. :) I like Wendy's method because she utilized the variables you already set up.
I did it a slightly different way - I created a new True/False variable called "Next Button", and I added these two triggers:
