This would make a great feature request, but currently you can't change the scrollbar's ( I assume you mean the scrollbar of a scrolling panel) look&feel.
If you'd like to follow Michael's recommendation, you can submit a feature request here. In case you're looking to change the scroll bar within the player, you'll see this job aid will indicate which items will update that color.
